Japan / offshore delivery behind a Japanese prime

Offshore engineering behind Japan's government IT primes.

FISTA Solutions works as an offshore delivery subcontractor to Japanese IT integrators, consultancies operating in Japan, and GovTech firms winning Digital Agency-era government work. Foreign firms rarely win Japanese public contracts directly, so FISTA supplies engineering capacity behind a Japanese prime: cloud-native development on ISMAP-registered platforms, data and AI systems, and modernization, documented in English and translated with the partner.

Market reality

Why is Japan a partner-only market for foreign firms?

Because direct bidding requires Japanese-language proposals, a Japanese entity, Japanese past performance, and for cloud work an ISMAP-registered service. Since the Digital Agency was established in 2021, government IT has been opening to cloud-first and global technology, but the contracts are still won by Japanese primes. The realistic entry for a foreign engineering firm is as the delivery partner behind one of them.

Japanese integrators and consultancies have used offshore development for years, most often with teams in Vietnam, China, and India. The practice is established, the contract patterns exist, and the question a partner manager asks is not whether to use offshore capacity but whether a new partner can deliver to Japanese quality expectations, communicate reliably, and respect the relationship.

FISTA's answer is the same discipline it applies everywhere: a written specification before code, an evidence package at acceptance, and one accountable owner per work package, plus the patience Japanese business relationships require. The partner keeps the ministry or agency relationship; FISTA keeps the engineering promise.

Primes and programs

Which Japanese primes and programs matter?

Three kinds of prime hold the government work FISTA can deliver behind: the large Japanese integrators with formal partner programs, the global consultancies operating in Japan with English-speaking partner teams, and GovTech startups winning Digital Agency contracts. The programs and institutions below are the public reference points for that market.

Japanese government IT primes, programs, and institutions relevant to an offshore delivery subcontractor.

Work packages

What work packages does FISTA take behind a Japanese prime?

The engineering that Japanese primes most often offshore and that FISTA can specify, deliver, and verify in English: cloud-native development on ISMAP-registered platforms, data platforms and migrations, AI agents and document intelligence, modernization of legacy systems, test automation, and documentation the partner can translate.

Flow-downs

What flows down, and how does FISTA handle it?

Japanese government work flows down personal-data rules, cloud registration requirements, security guidelines set per ministry, and Japanese-language deliverables. FISTA keeps data in Japanese regions, builds on ISMAP-registered platforms, maps its controls to the prime's security guideline, and produces deliverables for the partner's native review.

APPI (Act on the Protection of Personal Information)Lawful handling of personal information and rules on cross-border transferData stays in Japanese regions; de-identified development data; any access covered by contract terms the prime sets
ISMAPGovernment cloud services must be registered under ISMAPBuild on registered platforms in accounts the prime or agency owns

Working with Japan

How does the working relationship fit Japanese practice?

By respecting how decisions are made: relationships before contracts, consensus across technical, project, and executive stakeholders, and precision in every document. FISTA plans for the months a Japanese partnership takes to form, prepares materials for each audience, and treats translated deliverables as part of the engineering, not an afterthought.

  1. 01

    Patience built into the plan

Japanese partnerships form over months of meetings and follow-ups before a contract is discussed; FISTA plans and staffs for that timeline.

    Relationship
  2. 02

    Nemawashi and hierarchy

Materials prepared for technical leads, project managers, and executive sponsors; senior stakeholders addressed first; decisions given time to form.

    Consensus
  3. 03

    Translated, reviewed materials

Capabilities statement and proposals translated with native review; Japanese-language business cards for in-person meetings.

    Language
  4. 04

    Four-hour offset, five-hour overlap

Japan's afternoon is Faisalabad's morning; stand-ups and reviews happen in that window and asynchronous work lands before Tokyo starts.

Introduction → task order

How does a Japan teaming engagement start?

With an introduction and a first conversation that may take several meetings to become a scope. FISTA sends the due-diligence pack under NDA with translated materials, the partnership or subcontract agreement fixes workshare, data handling, and language responsibilities, and the first work package runs specification to acceptance with evidence the partner can present.

  1. 1

    Teaming call

Twenty minutes on your pursuits, the work packages you need covered, the flow-downs in play, and whether FISTA's capacity and time zone fit. No deck; a conversation between delivery people.

    Output

Fit decision and a named pursuit or task-order scope

  2. 2

    Due-diligence pack under NDA

Capabilities statement, rate card by role, key personnel, security practices summary, registration and certification status, references, and FISTA's NDA and teaming templates, or yours.

    Output

Everything your contracts and compliance reviewers ask for

  3. 3

    Teaming agreement or subcontract

Scope, workshare, exclusivity per pursuit, rates, flow-down clauses, data handling, IP, key personnel, and exit terms fixed in writing before any task order starts.

    Output

Signed agreement with the flow-down set reviewed line by line

  4. 4

    Task-order delivery

Each work package runs specification to verified production: a written spec, a working system, an evidence package, and documentation you can hand to the contracting officer.

    Output

Accepted deliverables and a past-performance letter

Clear answers

What primes ask before teaming.

Straightforward guidance for evaluating scope, fit, and the next step.

01Can FISTA bid directly on Japanese government contracts?

Practically no, and the model on this page does not try to. Direct bids require Japanese-language proposals, a Japanese entity, Japanese past performance, and ISMAP-registered cloud services. FISTA works as the offshore delivery subcontractor behind a Japanese integrator, a consultancy operating in Japan, or a GovTech firm that holds the contract.

02Do you deliver in Japanese?

Delivery, code, and source documentation are in English. Japanese-language deliverables are produced from the English source with translation and native review by the partner, using a terminology list agreed at the start of the work package. Interfaces are built with localization from day one so Japanese content is configuration, not rework.

03How do Japanese integrators already use offshore partners?

Offshore development is an established practice in Japan, most often with teams in Vietnam, China, and India, under partner programs run by the large integrators and consultancies. FISTA offers the same model from Pakistan with a US contracting entity, the same specification-first method it applies everywhere, and documentation written for translation.

04Is FISTA a Fujitsu partner?

Yes. Fujitsu is listed on FISTA's partner registry as a partner. That is a company-level relationship disclosed on the partners page; it is not a teaming agreement or subcontract on any government contract, and this page makes no claim about joint government work. Any teaming relationship is agreed per pursuit in writing.

05How quickly can a work package start?

After the partnership or subcontract agreement is signed and the work package is specified. Given how Japanese partnerships form, the relationship usually takes longer than the first task order does. Timing for delivery is stated per work package, with the first evidence gate visible in the first week.
